The private blockchains are not related with Bitcoin. Bitcoin is an outsider
I don't think it would matter, Bitcoin discussion is fairly inclusive with the different aspects of Bitcoin, be it blockchain tech or other discussion based around it. As long as it is even loosely related to Bitcoin, which this specific post is beyond related, it should be ok for this specific subforum.
Aside from that, this is cool new information. I didn't think Israel would have a lot to do with Bitcoin tech.
