It would be very difficult for him to do so since he is just using free templates and paid/nulled templates. I am pretty sure he doesn't know any programming languages.

If you can't provide a portfolio that was made by you then it's not a portfolio. Any person on the street can use a template or install a nulled script from online and say, "Hey, look at my coding skills!" I'm not saying you don't have any, I'm saying that you need to display your actual skill.

Yes, maybe start with a small sample and then setting some milestones will be more reasonable for such deal.

This is a portfolio. I work with startups that make websites, one of them does only e-commerce, 90% Magento. Earn much and are highly respected.
For your ""professional"" opinion they could not show their portfolio because they use Magento. They do, and you know why? Because your opinion is not professional.
In the real world, if you want to make a blog uses a CMS, if you want to make an e-commerce uses Wordpress or Magento.
Now I have clients who ask me website made from scratch, I will make them and I'll put them in the portfolio, but do not take away the website that I've already done just because the simplest of them whom I just did. A portfolio shows what you produce.Stop. There are simple website and there are more complex website, but they are all website.
I can see that you've never worked in the programming world, I don't only installed a template, use css and html is programming (in the real world), I have one graphic colleague who use only css, html and photoshop (he takes care of the front end), as in every start-up and company or around the world, does not exist only php.
