Proposal. Please implement a new rule:

For any scam accusation to be considered, a 1 BTC deposit must be paid. This deposit will not be refunded if, for any reason, the person who is being accused does not receive a scammer tag as a result of the thread against him.

That would be quite unfair. There are examples of people who are defensibly scammers that just don't get their scammer tag due to a lack of interest:

Who gets the deposit? If it's the same organization responsible for handing out scammer tags or not it would give them a financial incentive to not tag scammers.

Sure, let those that have been scammed pay to tell others about the scam.
Great idea.

People don't receive a scammer tag as a result of the thread against them,
they receive a scammer tag as a result of scamming.

Idea - have an accuser send btc to themselves in the future (using lbaat.net).

* Ultimately get the coins back, only a 'hassle' to the accuser.
* Provable that the coins are locked up
* The farther coins are sent in the future and quantity can dictate how serious the allegations are.

Disclosure - I partnership with lbaat.net, but there is no money to be made from the site. Like most things bitcoin related I only pay!
