The cheapest way is to find someone that will seel MtGox USD. You could do announcement in currency exchange in this forum.

Basically, you find someone that you give cash, then you receive a MtGox USD code, you can then redeem this at MtGox. This is instant.

If you want it fast and relatively cheap (compared to wire transfers), use BitInstant. If you will be here long enough that you'll be opening a bank account, you'll want to use Dwolla (setup and initial deposit takes a few weeks, but at $0.25 per transfer, it can't be beat for getting money to MtGox).
