We had an agreement of me paying him 50 eur in advance and then he will start working on application but as soon As i payed to him he was saying he want 30 more and that he will not start project unless i pay him which i refused and soon after we stopped conversation. These are parts of conversation and him saying he don't want to start and soon he blocked me.

I know all of these details cause he wanted me to pay to him via Western Union so he gave me all his data. I had some problems with card and after that we tried with bitcoins and couldn't do it also but after few days I payed to him with SKRILL

The scam accusation is irrelevant to this forum mate since he doesn't have an account here.What could possibly be done ? You should report him to the respective  freelancing website he has an account on.Thanks for sharing the info,at least others will be aware about him.

You can contact to skrill support to reverse the payment. I faced similar issues with some other freelancer and I got the money back. They, of course, will take some days to investigate this fact but you will have a solution.
