Back in February of 2014, Vietnam banned the virtual currency bitcoin for use by credit institutions, citing its ease of use for criminal purposes and its high risk for investors . and in India it is not officially banned for personal use but discouraged.

This is just a "warn" not banning bitcoin , you can try use vietnam proxy and you still visit bitcoin.org, bitcoin.con, bitcointalk.org.
i think each country give warn to use bitcoin and other cryptocurrency, because the price very unstable.

No country's government wants you to use any currency besides the national currency; it weakens the power of monetary expansion, which means less power for them.
