I am launching an online investment website where I provide my investors with 3% ROI weekly. Now, I am an Indian resident and all the transactions will be done through e-wallets such as perfect money, bitcoin, payeer the base currency will be dollar and would never be converted to INR. I want to know what are the Indian laws for such website? is it legal to have such a website?

You will only know for sure if you consult a proper lawyer in your country, it's a bad idea to rely on legal advice by random people on the internet. As you are a single trader or company, you would likely be required to report or at least keep a record of every transaction along with the value. You may also have to conform with anti money laundering laws and trading in dollars give you an even bigger headache of being under the US thumb.
