Hello everyone..

I own a cafe in Brisbane and am thinking of starting a physical Bitcoin exchange.

Is there any rules and regulations to this and does anyone have any recommendations?

If you're the actual owner, I don't think there will be a problem. But if you work under a certain company or somebody else (if it's a franchise), you'd have to take it up with them I believe, or else you could be fired.
