1. You will never make a 1:1 exchange. Specially with Paypal.
2. People here hate Paypal. If you want to save your time, trade it at Virwox. Be ready for the 12-15% fee.

No one will exchange paypal because of the chargeback option, specially from a newbie like you. Try localbitcoins instead, also virwox. Also if you have a US bank then you can also buy directly in coinbase.

Even with f & f payment you can easily claim txn as unauthorised & PayPal would reverse it.

F&F Payment is still reversible. Besides, why not you provide a selfie with your ID but the people selling BTC?

virwox have crazy high fees and the second "issue" is they only accepting verified paypals and the daily limit is somwhere around 70-100 euro, then they will hold the bitcoins for 48h hours as well.

Virwox fee is around 12-15%. Yes, it's high, but it's reliable. I don't see why the need to have a verified Paypal would be an "issue". Their limit increases the more you make good transactions with them. And they only hold your Bitcoin for 48 hours the first time, afterwards it's fast as any other Bitcoin transaction.
