In a recently-published annual report for 2015, the Dutch Central Bank (De Nederlandsche Bank) dedicated an entire section on blockchain and fintech innovations. The section titled Block Chain Technology Look Promising, explained that this innovation may hold the keys to cutting down transaction costs in the financial system.

The report highlighted the ability of blockchain-based payment system to speed up the settlement time of transactions, as well as improve transparency.

While the DNB recognized the benefits of blockchains and distributed ledgers, the report pointed to another recent publication by the Basel Committee on Payments and Market Infrastructures, which states that this new technology could have a “range of impacts on various aspects of financial markets and the wider economy.”

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

It is a good initiative taken by Dutch central Bank.
Similar thing should be happen in other countries also .
This will make transactions easier, more secure and more user friendly.

I wonder how these central banks will operate their coins ? Will it be centralized and pre mined so there is no miners  and how its blocks will be mined ? Will it work with Pow or POS ? I am waiting for a real example to see what will they do

Nothing special. Nowadays fiat currency can also be considered digital as people use their smartphones to pay for their daily needs. Creating another digital currency won't add any value to it. They just try to explore things. I am quite sure it will end up being a waste of time and money.

How would it interact with the rest of the Eurozone? I assume humongous amounts of volume is pouring in and out from elsewhere. SEPA is a Europe wide standard. What of this?

Various governments and central banks seem to be going gaga over the blockchain. Yet, there is this resistance to even acknowledge bitcoin by many countries. They just seem to be resisting the inevitable.
