Tier affects the quality of the ads on publisher websites. If the publisher has higher tier, than the revenue will be higher. Same is correct with advertisers, too. Higher tier means that your ads will appear on better websites.

And how long it takes to become tier 4,3,2 and 1?

Also i have about 4300 Unique Impressions and 6 valid clicks and only got 800 satoshi from that?

Ad impression and click costs are set by advertisers, not us. But your unique impression and click rates are very low as far as I can see. Once your visitor number and click rates will increase, your revenue will increase as well.

more then 3 days in maintenance that is not normal why you don't tell us before close of make the maintenance , to withdraw our profits

Maybe they have some problems with the hosting ... it could happend.
Nobody can gurantee that a website will be 100% online.
