There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

You can try localbitcoins or coinbase. Afaik, you can buy bitcoins there with a visa card so a debit card should provably work .

*coinbase does not actually allow you to purchase bitcoin with a debit card -- they will only allow you to use it as a backup payment method, your bank account will need to first reject the transaction which would in itself be very expensive.
