Hi - I am new to BTC and would like to get started. I would hopefully like to purchase a small amount of BTC (about 0.04 BTC) to see what all the talk is about and "get my feet wet". I would like to do it via PayPal since there aren't any Chase banks for cash deposit in my area. I am willing to verify that I am trustworthy with my eBay account and other online acct.'s

Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

Do you know there are several sites where you can get tiny amounts of bitcoin 'for free' by looking at ads?

It's not enough to do anything much with, but then, neither is 0.04 BTC

It is enough to let you understand the basic system of moving money around, how the wallet works, etc

Just suggesting this because there seems no point going to all the trouble of buying such a tiny amount
