With Coinkite shutting down, I need a replacement program that will do automated % splitting and forwarding for bitcoin.  

Example:
I enter in a bitcoin address into the program that's assigned to a user "Bob".
After, I'm prompted to enter in two more addresses for "Alice" and "Chuck".
For Alice and Chuck, I'm prompted for a percentage % of the split (for example 50/50)
Any transactions that get sent to the bitcoin address for "Bob" is then split and sent to Alice and Chuck.
(If you send 1.0 BTC to Bob's address, 0.5 gets sent to Alice's address and 0.5 gets sent to Chuck's address)

Functionality needed:
-A basic user interface to list accounts and adjust the % of the splits.
   -Add new forwarding addresses with split %'s through the UI
   -Change addresses and splits through the UI
   -Remove addresses and the splits through the UI
-Needs to connect to a bitcoin-qt wallet through RPC
-All data should be stored in a MySQL database (5.5+)
-Code in PHP v5.5+ or Perl v5+ (Could also be done in C# with BitcoinLib too if you're a Windows dev)
-A log of the transactions should be stored in the database (addresses, amounts, % splits, etc)
-Cron/scheduled job should run to check/sweep for unspent balances to be split
-Clean commented code with a section for configurable variables (wallet connection info, db connection info, etc)

According to NIST and ECRYPT II, the cryptographic algorithms used in Bitcoin are expected to be strong until at least 2030. (After that, it will not be too difficult to transition to different algorithms.)

If you were to read the post you'd see that someone is already working on it so I doubt he had any trouble finding a developer.

The specifications are pretty minimal, I've posted similar mini-projects on freelancer.com and received bids between 200-300 USD. There are a lot of talented developers that are often looking for a challenge or something interesting to work on.  I had about 10 offers within hours of my posting, which was really good considering that I didn't spend long time on the description.
