No, there are quite a many attractive promotions that give you the share of house edge back in almost an hour. This however is not my point, my point is the promotion you are talking about is too ludicrous to be true. My understanding is:
1) You are misleading others into thinking this is a wager based promotion rather than loss
2) You mean to say 20%+ of 1% share that the casino benefits in the long run, also known as house edge
3) You are simply looking for free refs
