And I've no idea how they are coming up with their BTC/USD exchange rate but the rate quoted at this very moment ($22.6244) is higher than the current rate at Mt. Gox, ($22.42), so that reflects a nearly 1% discount when paying with bitcoin, presumably.

I suppose what will matter is what USD/INR rate they use.  If it is along the same lines as the USD/INR forex cross rate, then bitcoins can be the cheapest way to "recharge" a mobile.

What will be great to see is people start offering to buy bitcoins sent as remittances alongside a mobile recharge business.  So the trader buys bitcoins from the remittance recipient, at a discount of perhaps five or ten percent and then spends those for customers through BitcoinWireless.com based on the current market rate.  As long as there is an easy way to immediately convert the bitcoins to INRs (which is what this BitcoinWireless is enabling), then such exchangers can operate without having to take on the risk of holding BTCs.

India has ONE BILLION mobile phone connections and adds 13 million connections every month. Trading BTCs through the retail mobile recharge shops is the best option.  The Govt of India will not allow trading in BTC to charge mobile, payment for petrol, payment for different goods and services, unless AML ( Anti-money laundering ) measures and KYC (know ur Customers ) measures are strictly adhered to. This is followed at Mt Cox too.

Can I pay to charge a mobile with cash?

If so, expect that to also be paid for with bitcoins.

It maybe something that occurs in market stalls or by "friend of a friend" but it will occur.

If BTC trading takes place through mobile phones, the present service providers  will expect a very huge % of profit....since they have invested crores to get spectrum  licence. BTC trading must take place in the 27 Mhz. citizens band, which is free in most countries.. In India two channels in the 26 Mhz. frequency and  eight channels in the 27 Mhz frequency  are lying spare and vacant. These free channels may be used for BTC trading at least transaction cost:D

citizens band rigs are available from £125  in the UK market. Best solution is to write an Android App  to ENABLE TRANSMISSION N RECEPTION in the citizens band spectrum for smart phones. The International Telecommunications Union has declared  40 channels in the 27 Mhz. frequency range  for any useful community purpose without any interference from the Government.There is no company in India which makes these rigs.
