I thought as of last year it is no longer beneficial to download a blockchain bootstrap since the bottleneck is now in the CPU and/or hard drive or the computer not the bandwidth of downloading it.

its not a bootstrap.dat file. read carefully above.

Why would people trust another persons data directory?  Seems to defeat the purpose of verifying the data and who knows what else could be hiding in it.

And it is 1st April. This might be a lot of things and not blockchain data. You have to excuse people for being cautious about it.
And in addition now when we can run Bitcoin Core in prune mode there is a little less incentive to download blochaing data.

Copying the data directory (pointing Bitcoin to it) and not doing anything else won't pose much risks to the user. However, it isn't too good to rely on a stranger's files since the client won't be verifying all the blocks.

Even if one uses pruning, the Bitcoin client will still download and verify all the blocks before deleting older blocks. This could help to speed up the download and verification process.

downloading it directly need more time for me than synching so it's pointless, because with only 2mega of speed per second i need more than 8 hours, and in this time i can synch it fully

not to mention that it will slow down other internet activity
