If Colin doesn't come back, i'ld like to freeze the genesis account at a certain height. Less supply and no risk of big dump.

I think yes, it's possible.
I think freeze should be hardcoded but it's possible of course. Community should use the "genesis freezed wallet" of course.

I'd rather not select this coin anymore if someone will rebuild it its because it will be a scam coin when it reach's to ICO state so better we should move on now the late dev of this coin is gone away, and the people i think create another raiblocks will just take the oppurtunity and the fame of late mrai so they can get a market easily without doing some efforts, and i think even if hardforking it will still no gaurantee for its success if this coin will be push by another dev.

I guess the only thing that keeping some of us here its because we still have our old mrai that has been abandoned by the original dev so hoping to use that we are still looking forward for some community takeover but there's no clear takeover that happen yet, I guess it is really hard to find ways to continue the project without clear road plan and big support coming from the community who one's believes in this project.

Yes, but I don't like the idea af an ICO. I would prefer collect some Rai from holders and use that as pay for developer/s.

If RaiBlocks will be stable, its value will increase and dev will get some nice return.
