Do you mean Lay (Going against something, such as not hitting red) bets? Then no, since a lay bet in roulette would have situations where the house edge would be negative, causing the casino to lose if the gamble bets smart, such as using the kelly to determine how much to bet. All roulette gambling sites that let you deposit will always have a house edge.
