I agree that most of them are frauds , infact at times I have been through such a "fraud" case . But I don't think anyone will open a company in USA for "fraud" . Our company is in Hicksville, New York.

Some Java experience doesn't count.7+ experience as explicitly mentioned I believe,plus having a H1B visa is mandatory.

@OP :- So a off shore candidate have to be in USA during the whole process ? That's like he has to shell out a a lot of money for travelling and stay until you provide him some work.
