They(the owners) normally want more traffic to their website & therefore they use this method(signature camp.) to advertise their service. They 've to pay to the participant/person participating(helping) in their campaign.

You can surely have your own campaign. I'd entreat you to contact any trusted & experienced campaign manager (you'll find many in the service board) & have a talk with 'em.

I can explain this simply, you are advertising for a kind of service, if you do this you will get money, although it depends on forum ranks if you are higher you also will have a better pay out because you will reach more people most likely and the rank is also hard earned of course.
I must say I'm doing already a while and its pretty profitable in the experience I have made.
