Who controls bitcoin.org and how are amendments to the site made (most interested in links to the client executables on the front page).

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

I think a handful of developers control the content currently.

However, Sirius and Satoshi control the DNS/domain, so the page can be changed by either of them.
