You should not have send him the money first he have allready 1 negative feedback and he got this for a reason his account is not worth 30$ i think that he does not care and will buy some new account to continue his scams remember to always check the feedback from the sellers the next time

So basically you mean to say if he does not remove his rating you wont pay him ? That's very bad behavior, you should pay your dues no matter what others say. And you should keep in touch with other when trading anything.
