Yes this is a mandatory upgrade.
Among the important fixes, one critical component is the introduction of BIP66 which introduced strict DER signatures in transactions
With that, a new block version was created to support the rule.

This is a softfork upgrade, and the rule will be triggered when the network is at 85% supermajority (network is currently 65%).

so what will happen with reddcoin? is there any hope that the rate will be up and if so, how high will be up?

i've been got many email from reddcoin and i like with any good news from reddcoin especialy if there are any increases in the rate
