I write code, and i think i fully understand my code, then i go and make a few changes look it over... looks gr8!, hit compile and run, appears to work!  
but then later i find out that it breaks something somwhere else! OPS!  
Now think about how much more complex the planets ecosystem is, and how little we really understand, and they want to Hack at it!!

I actually saw a documentary about this once.  Apparently we've known for a while how to manipulate the weather.

interesting its the first i hear about it... as far as i knew the government was still saying the theory global worming was inconclusive and they saw no intimidate danger...
now I hear they are doing geoengineering to try and stop the caps from melting and releasing tons of methane gas....

if they have been controlling the weather they have been doing one fucked up job, last i check past few years have been setting records for all kinda of storms and crazy weather / temperatures.

I don't think those records are a coincidence   But it's not the first time America's attacked itself to instigate something huge.  I wonder, if they were controlling all that stuff, what their reasoning could be.  Only thing I can think of is to create industry for construction etc.

I think they are just doing experiments seeing how they can control different things, and by doing so are making a huge mess, creating !Huge Problems! without realizing it...
how they feel they have the authority to do this kind of things without asking everyone, is wrong, it is wrong!

Or they know the earth is actually hollow and think theres a bunch of stuff that can come out of the poles based on ancient myths. It sounds more insane then it actually is. The only real argument against it is based on understanding gravity and we know that either our theory of gravity or quantum mechanics is wrong. The nazis were all about it. Its one of the more overarching conspiracies out there.
