I'm pretty new at this and my computer isn't exactly a mining rig.

Here's my questions, what's the best way to optimize/utilize my total processing potential and engage both the GPU and CPU?

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

Either mine one or the other. Mining both will kill your hashrate and besides CPU mining is useless now and has been for awhile so your best bet is to GPU mine.

You will burn a lot more electricity when CPU mining than you can get back through using or selling bitcoins.  Overclocking a high end graphics card by another 5 or 10Mhz gets a greater hash rate than the latest i7 CPU.
