I think it ends up working out so you can think of it as whoever has the highest profit for a bet above 99x multiplier has the priority.

Or that could be the multiplier.

I think the best would be to split the prizes, so if A and B shares the top spot each of them would get half of first prize + second prize. anyway IMO the odds of that happening at the top is really low.
