I usually don't tinker with the settings with my miners- but i'm going to start keeping my s7's outside and i know the summer heat is going to raise their temperature. To attempt to offset this i'm adjusting my miners to run at 4,000 - 5,760 Rpm. (about 95-99%)

Aside from increased noise/electrical usage- what issues may occur from this change?

Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

do your self a favor

99% = ? rpm

95% = ? rpm

90% = ? rpm

85% = ? rpm

80% = ? rpm

run all above for an hour find the exact rpms

you may find the  speed of 90% is better then 99% for cooling as the wind of the fan flows better over the heat sinks

outdoor running is okay if you can protect the gear from moisture.

If you find a number like 88% works well use it over 99%

Hight moisture is extra bad for such machines and in the long term could limit lifespan. There's potential for short term issues as well but that's only if moisture is extra high. So make sure that moisture is sufficiently low where you're going to place your miners.

Most high RPM fans may well increase their fanspeed and RPM when you go from 85% to 100% but it's been shown that last 15% usually (for high speed fans) only burns more power, makes more noise, but contributes very little to airflow and pressure. It's usually an inefficient part of their power curve. This is not true of lowspeed fans designed to be quiet at low RPMs.
