You can buy BTC on local bitcoin, if you wanna buy it use cash money. And you can buy BTC on the markets in your country or you must wait until someone sell bitcoin to you on this forum.

Yes you can, but make sure use escrow because you will sell bitcoin via WU. Just for safety.
