And if they do how would it work? Would you just generate a new wallet with a private key and have it be shared with the marchant and then the merchant would simply deduct funds from that wallet on whatever timed schedule they have?

A true automatic recurring payment system could be implemented by a hosted wallet.  Not the kind of wallet that blockchain.info has, but the kind where the hosting service maintains the private keys like MtGox and Coinbase offer.

Open Transactions can do recurring payments, and invoicing.
It would simply require the wallet service to implement an OT layer between bitcoin and the web front end.
