fastcash4bitcoins.com might be what you want, or coinbase.com

FastCash4Bitcoins has both paypal and wire transfer payment methods. Where do you see that they don't allow international customers?

I'll take any bitcoins you're willing to part with. Will pay current rate + tip to cover PayPal fees.

Is it mildly safe to assume that by cash you mean untraceable?

My 0.02 BTC-

Do not sell them on ebay, and do not accept paypal as a form of payment.  Neither of those sites have any type of protection for the seller.

I think snare rolls should be used as a currency.

Safest method is to do it up front and personal, either in a public place near your own bank (so you can do a cash deposit immediately.)

Or just watch movies that show people buying diamonds and guns and high-value items between ultra-rich and top-secret spy types. If you are in an area that allows arms (such as United States and Philippines) or you can hire security contractors, you might want to have them stick around.

Transferring bitcoins from one address to another is trivial. Agree on amount, fix it, then use either a light / mobile client for additional safety, or a dedicated laptop / notebook that has only the wallet to transfer.

Transferring cash, is as simple as bringing a counting machine for on-the-spot verification, and a large enough briefcase/s and simply turning it over.

Personally, I'd prefer a "on-us" check, meaning a check from the same bank. For this purpose, we could both open an account in the same bank. Transfer the money from his account to mine, or vice versa. It will take mere seconds or minutes. Online banking is not even needed, but might be useful to verify that the money is already in the account.

You can always withdraw it later or have someone else withdraw it almost immediately after.

You'd have to weigh your options depending on how much is being exchanged. For amounts less than a few thousand dollars worth, shouldn't be a big issue. Even amounts in the hundreds of thousands of dollars. Maybe if you were thinking of a million dollars worth, you'd resort to having this extreme business that is worthy of a movie.
