I'm on day 4 and its the 19th at 7:40 pm Eastern time with no coins. Has anyone actually received any since their 'downtime' ?

Yes I have used them a few times and never had a problem.

How are you depositing them? Western Union?

There is a support thread here in the Newbies section, have you tried to contact them there?
