What people already said is true if you want to buy bitcoins on a safe and way that you do not have to pay a lot of fee's you should choose localbitcoins.
You can even meet with dealers in real life to make some good deals.
If you were gonna buy a stock, you would place a bid below the market value, (Use any major exchange, Bitstamp, BTC-E, etc) If you just go to LBC and buy someones ad, then look at the price on the exchange, ithe cheapest ad on there seems like its at least 10% high than the market price,
(And the goal is to buy below the market price) I think LBC is a terrible idea on every level. Ill never understand that site.
If you want to buy bitcoins and have no one know you purchased them (which to me only seems to be the case if you are doing some not legitimate, which Im not insulting, or judging so please dont take that the wrong way, if that were the case, then yes I think LBC is a good option. You can meet someone locally and give them cash. (Please dont yell at me and say everyone on LBC is on the up and up, and there is really good reason why some sellers actually put a public key encryption on their profile. hahahahahah I mean come on, I've never seen on amazon, ebay, or even craigslist, someone have to "encrypt" a message. lolol
Otherwise, Use an exchange, (coinbase, circle, anything is cheaper than LBC)
