Why are there so few massacres at police stations or military bases ?

Let me answer that question with some other questions:
  • If armies cause massacres, why are there so few massacres at military bases?
  • If explosives cause massacres, why are there so few massacres at open cut coal mines?
  • If socially awkward loners cause massacres, why are there so few massacres at Comicon?
  • If religious intolerance causes massacres - oh wait, that one doesn't work.
