There appears to be the ability for "Brand New" forum members to be able to post in the Local -> Other board, without any of the Newbie restrictions like the other boards have.  Is this intentional?

It was like this as far as I could tell. It's probably intentional for international users who do not wish to post in the English speaking Newbie subforum AFAIK.
