Where do I upload my profile picture?

from this page. only full members and above can use avatars.

above "Personal Text" there's "Avatar". I don't think users below full member can see it.

No he is unable to see this option till he reach the full member rank.

And op if you wonder why some members below full member rank have avatars it's because before the rules where different and it changed  later.
