He definitely is or he's getting paid to do so, no one's going to make it their full time job to promote another site just because they found a working strategy, fact of the matter is there isn't any strategy when it comes to gambling, you just take your chances and hope to get lucky. It would have been better if he had actually promoted and vouched for this as the owner, which he refused to and to me that looks shady.

That is true. Gambling is not meant for making profits out of it instead enjoy the fun part of it. But most of the people use this tool for making profits and at the end lose money to the site. Players can create a transaction, choose not to broadcast it, check if it wins or not, repeat the process and broadcast only the winning transactions to the network.
I would not try that, and I would not suggest anyone to try that though, as the site looks very shady.
