It is not an illegal service. There are many legitimate reasons you might want to remove a watermark and have full permission to do so. If the original copy is lost, this service could provide a lot of value. Many people watermark images they don't own which would equally be a crime in your weird way of thinking.

people only watermark pictures to make money from it, your doing the opposite and trying to make money so I don't know really but you can't get in trouble if you don't get reported right so carry on with this service

Doesn't matter.If the image is copyrighted with or without watermarks and is being used without the permissions from the concerned authorities,you can be sued for legal actions.Watermark removal is not illegal at all as it doesn't necessarily break any conditions of the image proprietor.
