Just because a user has negative trust doesn't mean he can't do business, you just have to be extra careful.

OP, feel free to hire the guy who made you an offer, but use extra caution as he has scammed before. I'd advise you to use escrow to prevent being scammed.

You're right and everyone should be given a chance but you can never be too careful nowadays mate
