(I think) If VEF is a coin of your country, valued at $38Mill USD, why don't exchange it for $$ yourself? There are not exchanges for vef/btc? something related to law, or illegal?
(I never heard about vef, i didn't search in google yet).

The problem is that he can't exchange by himself
Venezuelan gov strictly avoid the USD exchange right now. So he has to get USD on black market where that XE.COM exchange rate is only utopistic.
No one in Venezuela, except Maduro, could exchange VEF in USD at official rate.

The inflation is out of control in Venezuela That's why they try to convert in USD. But official rate means nothing due to bank's deep control. They don't allow to exchange VEF in foreign currencies

It's a chaos 50 VEF = 1 KG rice 200 VEF = a nice burger @street I saw in a doc. and "10 DOLARES EN VENEZUELA LLEGA A SER MAS DE 5000 BOLIVARES EN EL MERCADO NEGRO" > 500 vef = $1 (black market)
