Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Good chance this guy is an imposter. Do you accept escrow? Also, I used KWH's user ID in merchant mode on bctalkaccountpricer.info, and got exactly the same that you posted. http://www.bctalkaccountpricer.info/?token=9h9mn6e1
I doubt his account is actually for sale, and if it is it is probably hacked.

It should be fairly obvious that this is not a real sale and any money sent to the OP will get stolen from you.

I would add: To the poster that this thread should be locked or a Negative will be forthcoming.
