1)  You're not getting it: you're not going to get scammed by going first with the Steam account because there is a high probability you can claim you were hacked and get it back.  Which leads to 2) Valid collateral is anything that someone will actually accept here, and Steam accounts generally don't make for good collateral here.  Because you can reclaim it. 

The only thing that actually makes for valid collateral are altcoins, and I rarely see this happen.

Steam account is an example of one of the invalid collaterals here. Quoted from this thread.

in future don't be afraid to post your steam account, I know i for one will not consider filling any loan i have to "PM for more info"
 i personally buy the accounts sometimes, but the process of taking them over so that i don't get screwed is somewhat long and tiresome ;\
you can use https://steamdb.info/calculator/                             
with your steam name to give lenders an idea of the value on the account

but i digress, again, 95% of people won't go thru the trouble to take steam accounts as collateral, better off to use altcoins of equal or greater value.

Dont force yourself to get a loan with invalid collateral or else your account might get red tagged default trust users or maybe just try to sell your account in the digital goods section

I think only full member account here is enough or above rank to be valid as collateral..
The best that i can suggest to you is to buy bitcoin instead with your money..
Try coinbase to buy bitcoins.. and you can now buy the steam sales you want.. honestly newbie here aren't allowed to loan..

The problem here is I belive, that the collateral may be valid but very hard to resell if you default on the loan you can say thanks to all the scammers on the forum, thats why it now all the lenders are very cautious about lending even 1$.
