I think you're searching for "bitgo instant". I came across this when I've withdrawed some btc from bitstamp the other day. They offer it as an option.

I think he meant to include an unconfirmed transaction into a block (maybe because of the low fee), OP you can push it by getting the transaction raw hash, can you post here the transaction id?
