So, I'm using RPC to do transactions, but I've noticed some transactions going out with fees that are a bit low.  Most of the transaction I have are > 0.5btc, many being less than 0.001.  I see in the documentation there's a bunch of fee switches (https://bitcoin.org/en/release/v0.12.0#wallet-transaction-fees) that can be used.  My confusion comes into the use of the word "fee rate"

For example, if I wanted all transactions to use 0.0002 as a transaction fee, would it be -paytxfee=0.0002 or will that apply 0.0002 per BTC/kB

it's 0.0002 per KB.
