Op's offer is interesting but what means 'to shout down' twitter account? I don't think it can't be done, spamming or not I can't imagine any action will lead to 'shutting down' account.
It will be at most short time inconvenience for your friend. If you hate your friend so much then hire someone to hack his account instead... or better leave it be, because you won't profit from it.

I think it does not exist. If you are disturbed with him just block him. All tweet or retweet will ignored.

Basing on the nature of the content, shouldn't this be on Services section rather than here? It seems like you would get more related responses there than here in the services discussions section.

I also think there isn't such service, better to leave it. No matter what you do, revenge will not make you feel better.
Try to be a good person, its hard sometimes but its much better on lung run.

I think this is good section, here we can discuss about service's. How he can post this in service section when that kind of service doesn't exist? But for sure we can discuss about it.

Just reminded, don't be lazy and search in forum for thread about sending crap on address you wish. I was surprised when I read about it, but maybe OP wish something like that.
