I think it would be best to advertise in a social media like facebook, twitter, instagram or the same platform where lots of people are using.  In my opinion signature campaign is good but it is limited only in the forum.  Unless the forum has lots of user, it is not advisable to have one.  you can also hire an ad space for your banner.

Well ,many affiliate program and its given on a gambling site which sometimes doesnt work.but it is a great idea if this program goes .maybe much lesser cost is posting on with a free bonus when sign up to play . I think 2+3btc to giveaway for promoting is enough .
But to maintain its promotion needs an avatar campaign or twitter campaign ,less cost same idea.
