Is there a dedicated team of developers working full time to improve Bitcoin and solve issues like scalability , if so, who appointed them as Bitcoin is suppose to be decentralized right?

I am seriously thinking of buying Bitcoin but I am trying to answer all my lingering doubts of the long term prospects of Bitcoin.

I guess that there have to be some people that control all of the Bitcoin stuff. Every company has to have a team behind the scenes other wise this would never workout.
