I don't think it's a valid Aztec code because it's missing orientation marks. However the pattern is quite interesting as if you split it horizontally the two halves are almost identical, and i find it hard to believe that that is a complete coincidence.
right, I read the aztec code specifications and there is something strange on orientation marks. It should have 3,2,1 and 0 black tiles near corners but it has 3,0,3,0 black tiles, so it is not valid.
About the specularity, I think it should be considered with a vertical middle line, for two reasons:
1 - both the two tiles that are not specular lie on that line, not sure what it means
2- if the map is an half of an aztec code, the corners with 0-tiles black should be the next one to the corner with 3 black tiles in counterclockwise order. This is possible only if you consider the vertical half of the map.
