Can some one explain to me how Devcoin Bounty DVB pays dividends

I can see it gives out bounties but how does it make any profit if all it does is give out bounties

what am I missing?Huh?

DVB is a security trading on cryptostocks involving mining and projects, but it's independent of devcoin and the actual devcoin bounty system. I think the person behind it pays development bounties himself on behalf of DVB as a sort of sub-pool that shareholders can vote on.

Is it acceptable to request a bounty for a project that advanced DevCoin ideology? 
     I have a project theory that I'm working on that will seek open source developers and pay them in DevCoin earned through a bond release at CryptoStocks. The project will reward developers by paying out bounties in DVC for developing, advancing and hosting another open-source product.

The cryptostock offering will raise DVC by offering shares and thereby give people other places to invest/spend DVC - promoting its use, as well as raise DVC to return to open-source developers.. all while creating another open-source project of its own.

The obvious question begs: What's the project offering I wish to request a bounty for?
Certainly I'm not just requesting a bounty for a cryptostock project opening fee..

Although I will be using the bounty to offset the initial bond projects opening fee, the project I am working to develop is not quite ready to be publicly announced.. though I would be very interested to discuss it privately before it's official release statement - provided it weren't let into the wild before its time. I am really just asking if supporting the concept of - while fostering DVC's intended use .. is a valid reason to request a bounty.  do you know what i mean?
