Block reward higher then 7200 result into DPOS reward .. 1 coin per block
< 7200 PoS  ...
 > 7200 DpoS reward 1 Coin
 > 7680 DPOS reward 2 Coins
there is no PoW Reward during PoS or DpoS Phase

Should have started at 13441 but it started later, I think some time after 16000.
